Jacksonville Police needs training on the fourth amendment. They can not arrest citizens for not providing ID nor can they detain them unless they can articulate a crime they have reasonable suspicion that said person has committed or is about to commit. Suspicious activity, while it can be enough to warrant investigation, is not a crime & does not meet the requirements to compel ID or detain someone.
